LoTi Framework HEATS up
The Levels of Technology Implementation (LoTi) scale developed by Dr. Christopher Moersch, was developed to help
teachers and administrators gauge for the effectiveness of technology implementation. The focus for the work,
originally done in1994, has been updated to emphasize new powerful learning and teaching standards as well as the
use of digital tools and resources in the classroom. A new framework, H.E.A.T. (higher-order thinking, engaged
learning, authenticity and technology use) helps administrators and teachers apply the NETS*S standards to lesson
